FRANKE BELL COACH OF THE YEAR

This award is voted on annually by coaches, officials, meet directors and NCS Administrators. In making your nominations, please consider the coach’s responsibilities to athletes, officials, and other coaches. The coach should exhibit a high moral standard, professional ethics, technical knowledge, and a nurturing attitude toward athletes while striving for improved performance. Nominees should adhere to the Code of Ethics of the American Swim Coaches Association. Finally, the nominee should have shown outstanding improvement in the individual athlete and overall performance of his/her club.

So You Want To Become An Official ?

Welcome to this introduction to officiating. Whether you are only slightly interested, or very serious about becoming an official, we hope these pages will spark your interest and provide answers to some of your questions.

Many of us who attend swim meets with our children find the time between events boring and difficult. For some, active involvement in these sporting activities is the answer. The urge to take an active part in our child’s activities can be quite strong. One way of showing our children that we think their activities are important, is to take an active supporting role in that activity. In swimming there are many jobs a parent, or supporter, may perform. Becoming involved in meet administration, or on deck officiating, are two methods.

While we as officials are closely involved with the races and performances of the athletes, it is very important that we maintain a professional attitude and demeanor. We must not allow ourselves to affect the performance of an athlete, or influence the outcome of an event. While officials are expected to observe the competition, and occasionally make a judgment regarding something observed, we must be honest and impartial. Officiating does not build character, it reflects our character.

So, how does one become an official? The first place to inquire is around your child’s team or club. There are probably other parents locally who are officials. Perhaps your club is planning to contact a Referee for a basic Stroke and Turn Judge clinic. This clinic would be the first step. A local or out of town Referee will hold a basic clinic session where information regarding the NC training program is presented. The basic clinic covers timing of races, and the technical rules covering competition in the four basic strokes. The process of apprenticing at meets under the supervision of other certified officials is also presented. The clinic leader may also explain how one may advance to other deck positions such as Starter and Referee. He/she will also cover the basics of registering with USA Swimming, how to renew your official’s certification and many other helpful tips.

In gaining your certification as a NC official, there are certain steps that must be followed. As previously mentioned, the first is attendance at a basic Stroke and Turn Judge clinic. During the clinic you may take a written open book test, or you may take the test at home after the clinic. This test may be completed online by going to the OFFICIALS ONLINE TEST SITE , and completing the test. You will receive your score immediately, and a copy will be automatically forwarded to the NC Officials Chair.

You will also be given a form to complete and mail with a check to the NC Registration Chair. This will be your membership registration with NC Swimming and USA Swimming, and must be renewed on an annual basis. Once you have taken the clinic, passed the written test, and joined USA Swimming, you are ready to go on deck and start your apprenticeship. We have found that the experience gained in an on-the-job training environment gives the technical rules much more relevance. It can be tricky talking about the rules of a certain stroke in the clinic, but when you are on the deck with an experienced official who can point out the fine points of that rule, the process becomes more clearly understood. On the deck training includes the protocols of how to report a possible infraction of the rules, jurisdictions between officials, application of the rules and positioning ones self to best observe your jurisdiction. We require an individual to apprentice six meet sessions for the Stroke and Turn Judge position. After six sessions you should have the confidence to cover your responsibilities on deck and report possible rules infractions professionally and with self assurance. As a practical matter, this usually means that if you attend a meet which has sessions on Saturday and Sunday, your child usually would swim one session each day. You could then apprentice each session in which your child swam, and thus complete your certification in three meets! While it is easiest to complete your six sessions at the meets your child attends, and in his/her level of swimming, we recommend that you broaden your experience by apprenticing at one or two sessions of differing levels of swimming ability. For example, if your child is a “B” level swimmer, try to work at an “A or better” or “BB or better” classification. It will broaden your experience level and make you a more accomplished ‘Judge’. When you have completed the apprenticeship, you will mail a photo copy of your apprentice card and registration card to the Officials Chair who will send you your NC Swimming Certified Official card, patch and welcoming letter. You are now qualified to officiate as a Stroke and Turn Judge at any USA Swimming sanctioned meet in North Carolina, or any other state, as well as any USA Swimming Sectional or National Championship meet.

We encourage you to participate in this great sport by becoming an official. The time spent is satisfying, and you will have the opportunity to make some great friends and share the deck with some wonderful athletes. Referees can use a Suggested Briefing (PDF).

CERTIFICATION as a Stroke Judge, Starter, or Referee with NC Swimming is good for two years and we must recertify following August 31 in the even numbered years. Our REGISTRATION with USA Swimming must be renewed each year, and runs out Dec.31. each year. Referees must make sure that all officials on deck have a current USA Swimming Registration card. If you have not registered with USA Swimming for the 2007-2008 season, you should be able to get a registration form from your club, or if they have run out, contact me and I will forward one to you. 5-10 DAYS BEFORE THE MEET:

Pre-Meet Registration for Meet Directors
The new policy regarding meet hosts sending meet rosters to the registration office as soon as possible prior to a meet is designed to assure the meet host that all swimmers entered in the meet are indeed registered. AS SOON AS POSSIBLE AFTER THE MEET ENTRY DEADLINE before the meet, send your Meet Manager database backup to Kate via . All athletes should be entered, but it is not necessary that the meet be seeded. USA-Swimming rules state, quite clearly, that in order to have insurance coverage, EVERYONE in the pool must be a member, ALL coaches on deck must be current coach-members, and ALL officials must be members. Clearly, this is being done to help the meet host maintain their insurance coverage. Teams entering swimmers into meets should be aware that the paperwork for any swimmer’s registration must be on my desk with the registration fee prior to the meet. Teams that do not register swimmers prior to a meet will be faced with an immediate fine of $100/swimmer. There will be no warning letter! Teams have until noon the Thursday prior to the meet to have all paperwork, files and fees to the registration office. No exceptions will be made!

AFTER THE MEET:

If you run your meet with Hy-Tek Meet Manager, after the meet send the Meet Backup file to: and can submit the post meet Meet Director's Report online.

NCS Registration, 2008 Quick Notes

Welcome to another Registration year for North Carolina Swimming (NCS) and USA Swimming! Registration for 2008 begins September 1st, 2007. Please be aware that I can not register anyone before that date and it is a Saturday of the Labor Day weekend!

Athlete Registration
As in the past, all athletes must be registered through each club using the club’s Team Manager. Thus one of your first steps should be to update your Team Manager. Go to the Hy-Tek website by clicking on the “check for updates” tab on your Team Manager home page (see across the top next to Help). USA Swimming has changed some items on their registration forms which have been changed in the latest version of Team Manager.

Non-Athlete Registration
New this year will be the requirement for the club to collect all non-athlete forms for all coaches, officials, and non-athlete others associated with their club and send those in to the registration office with a club check to cover the registrations. I will no longer accept checks from individuals for registrations. I will only accept checks from clubs. Please make sure all your parents understand this!

Club Registration
The club registration form has expanded to three pages in order to collect data requested by USA Swimming. The second page is a series of check boxes which should not prove difficult to fill out.

Transfer Athletes
As in the past, if the athlete is currently registered with another club, I must have a completed transfer form. This requires that the athlete obtain a financial release from their prior club. All athletes transferring must have a form regardless of whether they were out of state or instate transfers. I will waive the requirement for a release signature only for out of state transfers (e.g. the athlete moves to North Carolina)

Registration Fees
The fees for all registrations will remain the same this year.
Seasonal Athlete (code three for TM): $30-registered for 150 days
Year Round Athlete: $50-registered until 12/31/08
Non-Athlete: $50-registered until 12/31/08
Non-Athlete Family (only two non-athletes): $90-registered until 12/31/08
Club: $95 until 12/31/07, late fee is $100
Late fee for coaches who renew after 12/31/07: $100
If you use your Team Manager to determine fees, please update the Registration preferences to $6.00 for LSC fee or TM will calculate each registration as $51 and $31.

Financial Summary Form

Using this form will actually help you correctly determine fees dues and help me correctly determine to whom I should send cards and rosters. It also serves as an accounting document on my end. If you cannot fill one out, then perhaps you will not care if I do not give you credit or if I over charge you!
